This service is a special case of the BSC development focusing on the IT
organization in an enterprise. In this service we develop the IT strategy of the
organization in BSC Framework [objectives, measures, initiatives], and in
alignment with Enterprise Strategy.
We use a 12-step method to develop the IT Strategy and frame it in the
executable BSC format. We use Enterprise Architecture Frameworks and methods to
capture and analyze business services and process value chains. International
best practices for process architecture and decomposition (process and services
leveling) are used. Organization structure and projects portfolios are also
modeled and documented. Business overall strategy is captured, modeled, and
analyzed. IT Organization Strategy Framework and Governing Principles are
formulated.
The IT assets are documented in models using a Technology Reference Model based
on international standards from IEEE, and TOGAF. Business interviews with
business leaders are conducted and their IT requirements are documented.
Assessment of the IT infrastructure, applications, and data is conducted as well
as an assessment of IT Processes and Organization. This is performed using IT
standards for Services Management, Security, and performance measures.
Then the to-be IT Architecture [applications, data, infrastructure, and
security] is developed. All of the above including governance requirements,
assessments, intended architecture are used to develop the IT Strategy Map.
Strategic themes and perspectives are used to identify good objectives and their
relationships. Measures to control and track objectives are defined. Initiatives
and projects are also defined to execute the developed strategy along with a
roadmap for the execution of these projects showing time frames and dependency.
Proposed IT Organization Structure and IT processes maybe added to the scope of
this service using ITIL and ISO20000 best practices. The customer is handed a
pilot of its IT strategy using the BSC framework, along with a web-navigable
portal with all components used during the engagement (as-is business process
and organization models, as-is IT assets framework with all products
definitions, to-be IT assets and processes, governance principles, etc.)
